Integrated Communal Climate Protection Concepts

In September 2010 the Federal Republic of Germany adopted the Energy Concept, showing its support of the target set by the European Union to reduce CO2 emissions by 80 to 95 % compared to the 1990 levels by 2050. The Federal Government is pursuing a gradual reduction of CO2 emissions: emissions will be reduced by 40 % by 2020, by 50 % by 2030, by 70 % by 2040 and by 80-95% by 2050 compared to the 1990 levels.

These ambitious national and international goals can only be achieved through a concerted effort on the local and, in particular, on the municipal level. This is why the International Climate Initiative of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) places a special focus on supporting local projects. There is also financial support available from the Federal States: Brandenburg, for example, provides support to municipalities for the development of energy concepts as part of the RENplus Programme.

B.&S.U. mbH prepares energy and climate protection concepts for municipalities to meet the requirements and specifications of the relevant funding programmes.

In addition to municipal energy and CO2 balances, a major component of an integrated climate protection concept is the analysis of the potential to reduce CO2 emissions. Medium-term climate change targets can be determined based on this data. An action plan is then developed involving different members of the community. It contains descriptions of the actions for the various municipal action areas and includes cost estimates and defines areas of responsibility.

Detailed studies of individual areas, such as public buildings, street lighting and saving energy in existing residential buildings can be carried out. The step-by-step implementation of the energy and climate protection concepts is to be ensured through the introduction of a monitoring tool and accompanied by intensive public relations. This increases the acceptance and awareness of climate change issues in the target groups and stakeholders and ensures that the long-term implementation of the concept will be successful.

We can provide a wide spectrum of services to municipalities from potential analyses, the preparation of energy and CO2 balances for entire cities, to the planning of individual actions involving all of the relevant stakeholders. B.&S.U. mbH uses the internet based tool ECOSPEED Region of the Swiss company Ecospeed in order to implement energy and CO2 balances.
